Charles Goldfarb led a group at IBM in the early 1980's to develop text
processing tools.
He coined the term "Generalized Markup" which he defined
to be markup which describes a document's structure.
The terms descriptive
and declarative are also used to mean generalized markup.
Goldfarb developed a language
called GML - Generalized Markup Language.
He also led the team which developed
