This paper links Knowledge Compilation back to DSPL and AIR-CYL.  Like
Keller's work, it uses a device model and some knowledge-based
heuristics.  As DSPL is hierarchical and plan based, any automatic
generation of DSPL needs to find a good decomposition of the
problem into clusters and sub-clusters of variables.  The work
described in this paper provides these clusters plus an ordering for
variables in each cluster.
